RTSS appeals deadline approaching as operators urged to submit evidence

Irish haulage and passenger transport operators seeking to appeal a Road Transporters Support Scheme (RTSS) decision have until 12 noon on Wednesday, 4 November 2026 to submit their case.

The appeals process is open to operators whose original RTSS application was refused or who did not receive support for one or more vehicles included in their application.

Applicants must have a valid RTSS Application ID and submit evidence supporting the grounds for their appeal. The Department of Transport has warned that appeals submitted without supporting documentation will not be considered.

Who can submit an appeal?

An appeal may be lodged where:

  • The entire RTSS application was refused.

  • One or more eligible vehicles included in the application were refused support.

  • The operator believes the original decision was incorrect and can provide evidence supporting that position.

Submitting an appeal does not guarantee a successful outcome. Each case will be considered on its own merits and assessed against the scheme’s eligibility criteria.

Operators who received payment for every vehicle listed in their original application do not have grounds to appeal.

Supporting evidence is essential

Operators should not wait until the closing morning to assemble their documentation.

Before submitting an appeal, they should check that vehicle registration details, licensing information, ownership or leasing records and any other relevant documents match the information included in the original application.

The appeal should clearly identify the decision being challenged and explain why the operator believes it should be reconsidered.

The Department states that it will not consider an appeal that is submitted without supporting evidence.

No appeal required for RTSS extension payment

Operators who were approved for support do not need to use the appeals portal to receive the additional payment covering September and October.

The two-month extension announced as part of Budget 2027 is being processed automatically using information supplied through the original application. The Department will contact successful applicants when their additional payment has been processed.

This distinction is important: the appeal process is for refused or partly refused applications. It is not an application for the September and October extension.

Operators should act now

With the deadline approaching, operators intending to appeal should locate their RTSS Application ID, gather the required evidence and submit the appeal well before the portal closes.

The official deadline is 12 noon on Wednesday, 4 November 2026.

Applications cannot be assumed to have been received until the online submission has been completed successfully. Operators should retain a copy of their appeal, supporting documents and any electronic confirmation supplied by the portal.
