RTSS appeals have closed – what happens next for Irish hauliers?

The deadline for appeals under the Road Transport Support Scheme (RTSS) has now passed, leaving Irish haulage operators awaiting decisions on disputed applications and outstanding vehicle payments.

The Department of Transport’s extended appeals window closed at 12 noon on Friday, 6 November 2026, bringing an end to the opportunity for eligible operators to challenge refusals or missing payments under the scheme.

For hauliers who submitted appeals before the deadline, attention now turns to the Department’s assessment process, while operators already approved for support are awaiting additional payments arising from the scheme’s two-month extension.

Crucially, these are two separate processes, and operators need to understand what happens next.

Appeals now move to assessment

The RTSS appeals process was available to transport operators whose original applications were refused or who did not receive support for one or more vehicles included in their applications.

Applicants were required to provide a valid RTSS Application ID and supporting evidence.

Appeals could be submitted under four categories:

  1. Failure to satisfy eligibility criteria.

  2. Issues involving multiple Road Transport Operator Licences.

  3. Incorrect or incomplete financial information.

  4. State Aid and Single Entity issues.

The Department has made clear that submitting an appeal does not guarantee a successful outcome. Each case must be assessed individually against the scheme’s eligibility criteria, terms and conditions.

For operators awaiting decisions, the key issue is whether their submitted evidence adequately addresses the reason their original application was refused or reduced.

€73 million extension – payments targeted before Christmas

The Government approved a further two months of RTSS support on 13 October, covering September and October 2026.

An additional €73 million was allocated to assist licensed hauliers, own-account operators and commercial coach operators facing increased diesel costs.

The Department confirmed that existing applicants would not need to submit fresh applications. Additional payments will be calculated using information already provided under the original scheme.

The Government’s stated aim is to complete the additional payment process before the end of 2026. However, that remains a target rather than a guaranteed payment date.

What about hauliers whose appeals are successful?

A successful appeal could result in an operator receiving support previously refused for eligible vehicles.

However, an important question remains: will successful appeals also result in the appropriate additional payments for September and October?

The Department’s published information reviewed does not establish how successful appeals will interact with the two-month extension, or when payments arising from appeals will be issued.

These are matters on which operators will need clarification.

What should operators do now?

Hauliers who submitted appeals should retain their submission confirmations, RTSS Application IDs, supporting evidence and original assessment correspondence.

They should also monitor email communications from the Department, including spam folders, and check that the vehicle details and payment information held on file are correct.

Operators who have already received their original RTSS payments should not submit another application for the September and October extension. The Department has confirmed that these payments will be processed automatically for eligible applicants.

Operators who missed the appeals deadline should contact the Department directly to establish whether any further administrative options exist. There is no confirmed general reopening of the appeals portal.

The Irish Road Haulage Association (IRHA) can also provide guidance to members.

Questions the Department must now answer

With the appeals portal closed, the next stage raises several practical questions for the haulage industry.

How many appeals were received? How quickly will they be assessed? When will successful applicants receive their outstanding payments? And will the Department meet its target of completing the additional RTSS payments before the end of December?

The scale of the scheme is considerable.

According to Government figures released in October, more than 4,400 applications covering over 31,500 vehicles had been received.

For many operators, the financial assistance is particularly important as they continue to contend with diesel prices, insurance premiums, maintenance costs and the prospect of further increases in operating expenses during 2027.

The closure of the appeals portal marks the end of one stage of the RTSS process, but not necessarily the end of the matter for operators awaiting financial support.

The immediate priority is now clarity on appeal decisions, payment dates and the treatment of successful appeals under the September–October extension.

Until those questions are answered, some Irish hauliers will remain uncertain about how much support they will ultimately receive and when it will reach their bank accounts.
