New EU regulation on transport greenhouse gas emissions emissions

A new EU regulation on greenhouse gas emissions accounting for transport services has entered into force, establishing a single, harmonised methodology for calculating and disclosing emissions across all transport modes — from road and rail to aviation and maritime, from both freight and passenger services.

? The CountEmissionsEU framework enables door-to-door emissions calculations, giving businesses the tools to benchmark performance, improve logistics decisions, and support low-carbon procurement. Public authorities and consumers will also benefit from clearer, more comparable data when making transport choices.

The regulation applies to companies that voluntarily disclose transport emissions, as well as those required to do so under EU or national rules. Full application is expected by 2030, with a free calculation tool to be made available to support uptake, particularly among smaller operators.

? The EEA will provide technical assistance to the Commission in establishing and maintaining the EU databases of default emissions values that underpin the framework.
